At level 3 you really don't have many Grappling choices, but after level 9 you can just teleport around giving people grappling hugs.

Of course, at level 7 you can give a whole group of archers a nice tentacular hug that they will soon forget (unless they took Memories of Death.)

Quite simply the best buffs are +stat to hit to someone else, like The Cleric at will. And these are always available and don't scale well at all, they less then double in 30 levels, so it does more at level 1, percentage wise, then at level 30. That's sad.
