How much money does your RPG group budget for R & D?

In most countries that isn't an option. Even in countries that it is technically possible, it is prohibitive unless you're talking about a very small number of weapons (and not military weapons). And then after you complete your testing, someone will argue that a Hummer has a better defensive value than a Mini Cooper. And then after you do some more tests someone decides they'd rather use Hollywood physics and you're right back to arguments. Rules help.

And, just to finish the argument: Once you're writing rules, it's tidier to make up fantasy things that conform to the rules than to pretend that real things are defined by them.
