Hiding from NPCs in d20?

For urban campaigns, you don't want Inspector Javert to find you. At the same time, your deeds need to come out if you want a reputation that will aid you. Even were there to be no way to trace an event to you in specific, the public reaction to someone's death can be problematic and you may want to postpone that, so you want to delay the spread of news.

Are there any good & simple minigames to incorporate such a goal?

If you're aiming for something like Ninja Turtles or X-men evolution early seasons (there's actually a masquerade there and the world doesn't know about mutants yet), a minigame might not be a good idea as there's a chance of failure. You're probably going to have to use the setting (e.g. very few people are running around town at night except for crazy hobos who no one will believe, the bad guys don't want to get found out either, all (video)camera footage is always blurry enough to be 'inconclusive', etc.)
