I think our e-mail woes are behind us. I've been able to successfully post in a thread with e-mail notification enabled for another user, send a PM, and report a post. And in every case, the e-mail came through and -- more importantly -- didn't give any damn errors while posting.
I haven't tested new user setups yet; I'm getting that one next.
Please accept my apologies for taking too long to get this resolved.

New user accounts have been verified to successfully send out activation e-mails. I also tested the "I forgot my password" link, and that appears to be working correctly.
It looks like it's working fine now. I hadn't noticed this sticky until today, but I've noticed for the past several days that I don't get that 111 error any more.
