It looks essentially the same as the WFRP system. Basic stats are 2d10+20, and yeah, percentile. A really awesome guy will have an additional +20 to +30 on any given stat.
So while you won't hit all that often, damage is d10 + S/10 - T/10 (So normally 3 or 4 for both). And with 10-12 wounds, you really, really notice any hit. Armor subtracts maybe 1-4 points.
I've read but not played the new WFRP, but played the original WFRP a fair bit, which was largely the same. It works, but its a very different experience when compared to D&D. Fate points are actually useful and necessary, and there are big scary things that are real threats to a party.
