Scrolls, Devices, and Stats
So, when casting from scrolls, are the DCs based on your spellcasting stat (assuming you have one), or are they fixed DCs? What about wands/staves/rods, or wondrous items?

Saving Throws under Using Magic Items
So as far as I can tell, a scroll has a DC of 10+1=11 for a first level spell, 10+2+1 =13 for a second level, 10+3+1 for a third level spell, etc, so they have static (and mostly inferior) save DC's. All others (except staves) seem to follow these rules. Staves you get to use your (probably substantially better) modifiers with.

Staffs are an exception to the rule. Treat the saving throw as if the wielder cast the spell, including caster level and all modifiers to save DC.
Most item descriptions give saving throw DCs for various effects, particularly when the effect has no exact spell equivalent (making its level otherwise difficult to determine quickly).
