Of course as of Dark Knight, he does have an armoured head. But it's not like the criminals he fights are (usually) sharpshooters, so they're going to aim for center body mass, assuming they're not just pissing themselves where they stand.
Also, when you have a knife, the head is actually a reasonably poor target, I think, due to this thing known as a Skull.

--face (great for inflicting pain, which helps stop fights)
--eyes (besides being incredibly easy to damage and blind your opponent, they are a target that it's virtually impossible not to flinch/guard when someone attacks them; not to mention, straight stab to the eyesocket is pretty much a kill)
--throat (chock full of killing points...jugular, carotid, windpipe)
how many young punks do you think are hard enough to actually think about that while Batman's kicking the crap out of them? Also Batman will know all that, and defend against all of it...
