He jumps like a damned dragoon, and charges into battle fighting rather insane monsters with little more than his bare hands and rather nasty spell effects conjured up solely through knowledge and the local plantlife. That said, probably a half-dozen or more comics have been devoted to establishing Cornelius Snarlington as a dangerous sociopath with delusions of grandeur. The Horace Greenstein is more of a running gag about the two's short-lived rivalry which ended in the owl's decapitation and subsequent adoption as... sidekick? Running mate?

Anyway, the author of Scenes From the Multiverse has been using these characters for a while on random, non-political comics. So when Trump became the ever escalating affront to common sense they are today, he tapped them to be part of his campaign of topical satire.
