But the fact that HERO is:
* Thick enough to stop a bullet.
* Strictly effect-based, making no attempt to justify the costs in-universe.
* Subject to final GM approval, because broken shit is very possible.

Does make me skeptical about spell-seed systems that claim to fit in a few pages and be usable on the fly. Often, they just cover the easiest parts like blasting and then leave "the rest" as an exercise for the reader.

There's a couple high level psionic powers that are poorly enough written to do that, just shapechange into things that have them as abilities (fusion and reformation) and then write NI on every number on your character sheet after you've found enough poorly written monster abilities to borg (i.e. the nastier illithids that should be running the world because their abilities are insane).
You can also Wish and the Word, you can also use an arbitrarily Large Planar Binding stacking Mindrape to have infinite minions commit to any given Ritual Epic Spell you want, and then have that ritual epic spell in a single round produce the effect of creating a creature with every ability in the game as an Ex ability, including every immunity, and then have that created creature instanteously swap bodies with you so that you are an immortal super being with 500 Divine Ranks.

The point was to show that a level 21 Cleric with Epic Spellcasting without even using Rituals, could use a feat, and basically no resources, to on it's own get more than like, every single thing a Fighter was ever going to get from being epic and taking all the epic fighter feats, and just using epic spellcasting to buff itself how you are supposed to.

It wasn't a cheese commentary, it was a laugh at fighters commentary.
