Well, it would probably make generating characters faster. Higher chances of success at lower levels would be nice, as well.

Let's take the Fire Dragon (lvl 8) as an example. It has the following attributes: Brawn 6, Intelligence 2, Willpower 8, and Agility 2. It has:
- Beginner: Deception (Bluff) 50, Empathy (Detecting Lies) 50, Perception 20, Stealth 20
- Average: Intimidate 60, Survival (Hunting. Poison.) 50
- Expert: Combat (Bite. Claws) 60, Knowledge (Ancient History. Arcane Lore.) 70
- Godlike: Magecraft (****) 100

Under the proposed new rules:

Untrained Bonus:
- Brawn 60, Intelligence 20, Willpower 80, Agility 20

Trained Skills

Brawn: +80
- Combat (Bite. Claws), Survival (Hunting. Poison.)
Intelligence: +40
- Perception, Knowledge (Ancient History. Arcane Lore)
Willpower: +100
-Deception (Bluff), Empathy (Detecting Lies), Magecraft*, Intimidate
Agility: +40
- Stealth

Compare to the lvl 1 Werewolf. It has the following attributes: Brawn 4, Intelligence 3, Willpower 3, and Agility 3.

- Beginner: Animal Handling 25, Athletics 30, Perception (Scent) 25, Medicine 25, Persuasion 25, Survival 30
- Average: Marksmanship 35, Magecraft 35
- Expert: Combat (Claws) 50

Untrained Bonus:
- Brawn 40, Intelligence 30, Willpower 30, Agility 30

Trained Skills

Brawn: +60
- Athletics, Combat (Claws), Survival
Intelligence: +50
- Magecraft, Medicine, Perception
Willpower: +50
- Animal Handling, Persuasion
Agility: +50
- Marksmanship
The low-end numbers are more capable of success in normal circumstances. Basically just a shift in the RNG yeah, I do think it'd make skill choice quicker.
