I view this as a sort of backpedaling as he starts to face the reality that the new rules are not fitting together at all in any coherent way. Because of the new costs of cyberware in terms of essence and money, used is looking like a great option, esp concerning things like the implanted cyberdeck. The devs OF COURSE didn't realize this, and now that they're seeing the rules start to groan and sway under the weight of their inadequacy, they're frantically doing whatever they can to keep them from collapsing.

A desperate fight against certain doom. The last moments before the collapse of the system. While the leaders who are responsible for this mess are still in denial of their situation, everybody else is already confronted with the consequences of their failure.

This actually reminds me of the movie "Der Untergang".

Well, he could say that he makes rules like CGL . . . but that's not as effective an insult if it's simply stating the truth i guess . .

furthermore:
yes, supersonic ground vehicles are again canon it seems . .
and with these, ridonculous ramming damages to both vehicle and target.
put a rigger with VCR3 into a banshee and have a big enough spirit use movement on it and you can make the trip earth>alpha centauri in a month.

There's one important difference - unlike sex, race and sexual orientation, body fat is at least theoretically changeable. Admittedly, modern civilization stacks the odds against any individual obese person recovering, but if you sent them away to a hunter-gatherer civilization completely isolated from their previous environment they'd be very likely to return to normal weight.
