They might as well have printed a feat that says, 'okay, you fight as good as fighters do now'.

Yeah, Divine Metamagic does not require the metamagic it is attached to. It also doesn't require that you actually qualify for the metamagic feat in question.
Which sort of makes sense a little bit. There wouldn't be a whole lot of point in the concept of the feat if it only augmented one of the feats you already had. If it modified all of the feats you had there would some point, but it doesn't.
Divine Metamagic is a unique ability separate from a metamagic feat.
