You got it right Frank, the charges and penalties are to obscure when to use the powers. Hopefully it causes the powers to be used later rather than earlier. I only used the word dailies because I think that's what 4e uses and I was using it as an example; personally I'd rather have encounter powers...

I think part of what makes winds of fate more interesting is that some times your supposed to want to choose some powers over others. I have to admit I like the setting Cthulutech creates. I'm not too crazy about the rules though.
Fortunately I have shadow run to use instead for the cyberpunk.
