Well, I've seen interpretations that say the cost is reduced by 1 total, no matter how many feats or what order you use them.
I mean, the description for Improved Metamagic is really ambiguous about it.

Well, if you ignore the sentence about "casts like a bard", then their spellcasting ability doesn't change. Everything else you need to know is right there -- limited spells known, spells per day, etc. And the only thing that makes bard casting any different than sorcerer or wizard casting...

I find it best to roll for saves whenever something happens that shouldn't, or when nothing happens and something should.
