There's Dominion Tank Police, where people have to wear oxygen masks when they do outside because of a "bacterial cloud" and general air pollution. But while omnipresent, it's just window dressing, with the plot mainly being about police in tanks blowing stuff up.

Storage is also a problem. Keeping liquid nitrogen liquid for any substantial length of time requires far more insulation than any sane person would put on a gun.

For practical logistics reasons, you want weapons that don't require constant heavy maintenance.
