Creating a bit of vocabulary isn't hard, creating a language is hard. If you want to add a bit of flavor to a race I'd heartily recommend the former over the latter.

I think the best solution I've heard for the "low level HP problem" is to have an honest-to-gosh basement tier. For example, you could start all PC classes at level 6, with 1-5 reserved for rats and mud-covered peasants and such. All of the HP and damage scaling starts at level 6, so a wiz...

I would definitely consider reworking and limiting zones of control. The more penalties you put on players moving around, the more they're just going to stand there and slug it out.

You don't need to know anything about the legal system up front. Court staff will explain anything you need to know. They may provide hot drinks and snacks, but if you might be there for a full day (rather than a half day) I'd pack a lunch.

Not sure it matters at this point. I think a large reason we got on this tangent is that the topic of the election is more-or-less exhausted. Unless something explosive happens in the electoral college (unlikely), it's over.

It's a touch attack. You don't need a terribly high attack roll to hit essentially everything. Not fitting into streets or castles or dungeons would be the bigger issue.
