Maybe this is a little late, but shouldn't the Pirate Ninja stack with levels of Swashbuckler and Ninja for level-dependent abilities?

It seems dumb that you probably can't use the Ninja'd ability for taking a Ninja/Swashbuckler hybrid, for instance.

IIRC there was a Swanmay prestige class in BoEF.

Don't remember if it was any good though; but judging the book it came from I'd guess not.
