I think UV-hosts are supposed to be technomancer metaplanes, basically. Like weird alternative locations for some adventures, but not usually visited.

Scaling feats aren't good simply because they're too long of a list of things to weigh at once against too many other long lists of things. Just break them all up into individual feats and then give out feats more often.

Short Answer: You don't need all the levels. LotR is like a 5th level adventure. It's a really long 5th level adventure, where maybe people don't level up at a pace you might expect from the normal game, but it's still a cool story that people love to hear about.
