I was mainly thinking of space-bourne "land" mines, as they'd need homing features to be a threat unless you use waaayyy more resources to get enough density.

Point of fact: I'm currently running a robust campaign set to mimic early 15th century Venice in structure, and that restriction of time period and geography is still proving to be more world-building data than I could possibly need (D&D-ism translations notwithstanding).

Nope. I'm only bothered if the spell unbalanced gameplay by giving a wizard such a buff spell (or even a couple character replacement versions); obsolescence of a few other spells don't mean much to me.

Would you have it scale by caster level for the available list, or would you have it work more like summon monster and have the available forms be higher for each spell level? What kind of forms would work for this list, using the character replacement model (as opposed to the buff-style)?

Closest thing is a belt pouch (Size 1, Can Hold 2), and you're only allowed to equip one. Another way to expand/maximize storage is to get a pack animal and load it with containers; there's even a class where one of its features is "can manage more pack animals"
