If you don't require the lieutenants to be able to deputize more people, then I think this trope gets plenty of use in old fashioned fiction on the good side, that's what a Chosen Hero is after all.

Isn't this more of a play/imagine dichotomy? You don't run the things you imagine wanting to run, either, right? Yeah I think the "single author fiction" idea Frank used to harp on a bunch was dancing around this issue... TTRPGs are so close to emulating TV shows or other such story format...
