You missed the part where someone said that a PC could go "Can I be him? No? Okay he must be important I'm gonna keep an eye on him." as a tactic to see who's going to be important to the story. Who said it was a tactic? The player could have honestly assumed that the NPC was unimportant....

Did you read the stunt rules? They are essentially the entire point of the Dragon Die, and are rather clever in my opinion. They don't make the game good on their own, but you should at least take a look.
