Yes, which is about as useful as the creation system in the 3.x monster manual. Well, perhaps DDI did do that, as I never used it. But using an online generator disproves your own point, because you require tools to make monsters; the books themselves don't provide rules for it. Having PCs and monsters be on different systems and then trying to balance them is apples and orange...
