Weird, I didn't get that impression. Either I missed it, or you didn't talk about the fact that the initial monsters you'd create are temporary placeholders not intended for final inclusion.

It's almost certainly possible to juggle around the combat assumptions and numbers so that flight is only a different tactic in combat that is roughly as effective as others.
