alternatly, the elves simply do not use rapiers, nor have invented them, because they are only good for dueling and elves are just fine with using longswords for that.

Also, for a society with relatively few members, they can obtain bows for all of them by trading things. And remember, nothing says the elves don't have heavy armor, and the only reasons not to are enviromental conditions and dex limits. an elf can seriously wear plate mail if they so choose.

that's called shutdown. 15 foot radius, all electronic systems in it do not function for the duration, though it doesn't interrupt power to outside the radius. even if cast on a generator system, which is frankly stupid.
