Judging by the existance of the Wish-economy, the romping about of high level adventurers and all their stuff, what do the low-level adventurers actually fight? How can there be a bunch of ogres harassing the townsfolk when you have wizards that can teleport all over the land and obliterate anything...

Judging by the fact they likely combined skills into one another (Spot, Listen, Sense Motive, all one skill), and it sounds like there will be the occasional opposed rolls with them too, there are probably very few non-scaling skills.

Your character starts at level 3, and there are few ways to keep people from just charging you if you do that. Works fine against the non-melee types, of which there aren't many.
