That's just an argument for the major parts of Avernus being a level 9 place, and vast majority of layers in the Outer Planes are individually infinite, allowing room for lesser threats. The Prime isn't described as a solely CR 8 playground because of the treants, elephants, illithids, and aboleths...

My problem with Plane Shift is it comes online too early. Level 9 PCs usually aren't dealing with the kind of fate-of-the-multiverse stuff that would call for plane-hopping to not be a big deal anymore.
